Integrar el Programa Nacional de Cadenas Productivas Estratégicas del Sureste para las cadenas de café, cacao, agave y caña de azúcar a través de la Comisión Intersecretarial y la participación del Consejo Mexicano para el Desarrollo Rural Sustentable y de los Comités Sistema-Producto, y por medio de la banca de desarrollo del sector rural promoverá esquemas de crédito en condiciones preferentes y de garantía para las organizaciones de productores de las cadenas dando atención preferente a las organizaciones integradas por personas de pueblos y comunidades indígenas y afromexicanas.
