Determinar que se considera ciudadano de la República al varón y a la mujer, a partir del año en que cumplan 18 años, y tengan un modo honesto de vivir, asimismo para ser diputado, deberá cumplir 18 años, el año de la elección, para senador cumplir 25 años, el año de la elección, y para presidente cumplir 35 años, el año de la elección.
