Contemplar que la Federación, las entidades federativas y los municipios, en el ámbito de sus respectivas competencias y de conformidad con lo dispuesto en esta Ley, podrán establecer un Sistema de Incentivos e Instrumentos sobre Desarrollo Sustentable dirigido a reconocer, promover y fortalecer a los municipios que acrediten avances verificables en desempeño ambiental, sostenibilidad, protección ecológica, gestión integral de residuos, manejo sustentable del agua, reducción de emisiones contaminantes, protección de áreas verdes, movilidad sustentable y demás acciones orientadas a la preservación del equilibrio ecológico y la protección al ambiente.
