Agregar que para efectos fiscales, se entenderá por Zona Estratégica Fronteriza Insular aquella integrada por municipios que cumplan con requisitos tales como tener carácter insular y no contar con continuidad territorial terrestre con el macizo continental; ubicarse en entidad federativa con frontera internacional; contar con infraestructura portuaria con operaciones internacionales; disponer de recinto fiscalizado o instalaciones habilitadas para operaciones de comercio exterior y tener actividad económica preponderantemente vinculada al comercio exterior o al turismo internacional.
