Establecer que la Secretaría de Infraestructura, Comunicaciones y Transportes, al expedir permisos deben de asegurar condiciones efectivas de seguridad, calidad y operación y en ningún caso podrán establecerse restricciones o exclusiones que limiten injustificadamente la libre competencia. Garantizar la participación de prestadores de servicios, incluidas las plataformas digitales de movilidad, permitiendo su acceso a las instalaciones aeroportuarias para recoger pasaje sin que ello sea motivo de sanción.
