Incluir que las dependencias de las entidades federativas, instalarán en las edificaciones públicas y promoverán en las privadas de alta concentración de personas, como escuelas, hospitales, unidades habitacionales y edificios gubernamentales, sistemas de captación de agua pluvial, que deberá destinarse preferentemente al uso sanitario, limpieza de áreas comunes, riego de jardines, árboles de ornato y demás fines no potables, promoviendo el aprovechamiento responsable del recurso hídrico y la reducción de inundaciones urbanas.
