Incluir un capítulo denominado Del Impuesto a los Empaques no Reciclables en Productos Alimenticios, el cual definirá el término de empaques no reciclables, momento en el que se implementa el impuesto y tasa del impuesto; asimismo, facultar a la Secretaría de Medio Ambiente y Recursos Naturales en coordinación con la Secretaría de Economía y el Servicio de Administración Tributaria, para publicar el listado de materiales y empaques considerados no reciclables, así como el destino del fondo recaudado.
