Crear la Secretaría de Justicia. Establecer que la Secretaría de Justicia absorberá las funciones de la Secretaría de Seguridad y Protección Ciudadana, la Consejería Jurídica del Ejecutivo y la parte de la Fiscalía General de la República. Facultar a la Secretaria de Gobernación para conducir, en coordinación con las autoridades de los tres niveles de gobierno, las políticas y programas de protección civil del Ejecutivo, en el marco del Sistema Nacional de Protección Civil.
