La iniciativa tiene por objeto regular el costo de tarifas eléctricas en el país. Para ello propone establecer una metodología en la cual se tome en consideración el límite indicado por las categorías de temperaturas durante los últimos dos años de que se disponga información correspondiente, según los reportes elaborados por la Semarnat a través de la Conagua.
