Sustituir grupos vulnerables por grupos de atención prioritaria. Considerar los servicios básicos de salud: los grupos de atención prioritaria que, en razón a desigualdades estructurales, enfrentan discriminación, exclusión, maltrato, abuso, violencia, o barreras físicas y estructurales que limitan el ejercicio pleno de sus derechos con atención intercultural a poblaciones originarias y afromexicanas. Añadir que los servicios y programas en materia de salud mental y adiciones deberán privilegiar la atención interseccional. Suplir menores de edad por infancias. Remplazar comunidades indígenas por comunidades originarias.
